Seems to me I recently saw policy on "no personal use". But it's the stake president who holds the keys to interpreting "personal use".

It's up to the stake president.
Have you searched the Wiki?
Try using a Google search by adding "site:tech.lds.org/wiki" to the search criteria.

Our employment specialist uses his personal laptop and the WiFi to assist. You might also ask to set up a temporary WiFi point for folks to use this month during the account setup emphasis.

It's up to the stake president.

Your Bishop should have this instruction, or if he doesn't, you can contact your Stake Technology Specialist, they should be aware of the Stake President's decision in this area.
