Licensing for "LDS Scriptures (CD-ROM Edition)"

The "Additional Local Unit Software" page on the MLS download site says that all of the software provided on that page is free, which would include a downloadable copy of the CD-ROM Edition of the LDS Scriptures (which is normally sold via Distribution Services). A couple questions come to mind: Can the LDS Scriptures (CD-ROM Edition) be downloaded and shared freely (i.e., for personal computer use) or is it limited to Unit use? It would make sense to me that it should be truly free, but I just want to make sure I stay on the right side of licensing. If it is free, why not provide a free download to the public via the Distribution Services website like PAF?

The "Additional Local Unit Software" page reads "For the local unit computer"

The Scriptures (CD-ROM Edition) (428MB) Online scriptures for the local unit computer.
