I looked at the log files. It did have trouble downloading some kind of template, but it finally did.
I also went with Microsoft updates and installed the updated updater. After that, checking MS Updates shows 43 important updates outstanding and 3 optional ones. Some of those updates go back as far as June 2013. I noticed after I did that, I ended up getting two updates, so I'm not sure if my updating helped things or not.
So, looking over the list this isn't just limited to IE11 updates and I am getting updates, just not all of them.
