Should you remove a non member of record when they become 18

I have 2 Members in my ward that are over 18 that were never baptized but have records because the parent was a member. I was going to make them head of households but it doesn't make sense. They never have attended church and never had any contact with the members of the ward.

Anyone know the policy for this?

A more authoritative citation can be found in Handbook 1: 13.6.2.
