A member of my ward has been called as a bishop of a BYU YSA ward in a different stake.
Do his (and his wife's) records stay in our ward or do they move to the YSA ward? Which unit sets up the so-called out-of-unit info and how is that done?

The records stay in their home ward. The YSA ward creates the out-of-unit record.
