Is it possible to make a non-member as head of household?

At one time it was, but not anymore.

I have a non-member as head of household. He has passed away. How do I now get him off her record? As a non-member there isn't a place to record the death.

You go to her record and terminate the marriage. When it asks for the reason, you indicate death of spouse. Once that's done, he'll disappear.
