Which instructions are you referring to? The Help Center contains an article titled Request a Priesthood Line of Authority which references the email address lineofauthority@ldschurch.org. Are you saying that address is incorrect? What experience or source do you have that leads you to that conclusion?

Email address is saying it has been deleted and is invalid.

Which email address are you referring to? And what do you mean when you say that it "is saying it has been deleted"? More details would help us track down what you are experiencing.
