Does the system (or are their plans to) allow for the recording of gay marriages which are legally completed? Under the policy of requiring a disciplinary council, that would give a way for following up.

I do not know, but I would doubt it. And there is no requirement for the information to be recorded on a membership record before a disciplinary council is held. It would probably be handled the same way as a man and a woman living together without being married. Those relationships are not recorded on membership records, either.
