We have two children under the age of twelve who are to be assigned to Husband and Wife companionships. One child is a convert whose parents are not members, but allow her to participate in Church activities. The other child is living in a Foster home that has been tolerant of her activity in the Church. As neither name appears on the selection list in LCR, how do I assign them Home and Visiting teachers?

For HT, are they the head of their own households? Are their records really in the ward, or are they out-of-unit members?

Edit: are the children baptized members, or just child-of-record?

I don't know as you can do anything for VT until the girls becomes part of the RS.
