What to do with Navy Personnel records?

What to do with Navy Personnel records?

The son of a family in our ward is serving in the Navy. Although he may have a physical address his mother says the only one she has had for years now is the ship fpo/ ap address.

Where should his records be kept and how do I send them there?

Handbook 1: 13.6.8 answers the question. There should be a unit overseeing the ship's home port.
