We have a new convert who lives at home. Her parents are non-members, and at the present time have no interest in joining the church. Who should be listed as the "Head of Household" on the converts record?

The new convert should be the head of household, even though she lives with her parents, since her parents are not members. From the MLS Help file under "Head of Household":
The head of a household should be the member to whom all the other household members are tied in the records, usually a member parent. A single adult member or member child whose parents are not members should be his or her own head of household.

You can check the Hanbook of Instructions as well as the MLS help file. Off hand I think it would be the convert.
