When I requested the records for a 26-year old daughter of a family in our ward, I assigned her to her parents' household but the bishop wants her to be listed as her own household so she can have separate visiting teachers and home teachers. How can I make this individual her own head of household?

Just remove her from her parent's household. You do this in the household record rather than the individual member record. When you click "Remove" the pop-up will have three options. The default is "Make a new household, and assign the member as head."
