Proper Use of Ward Missionary Funds at the Stake Level

What are acceptable (and not acceptable) uses of the
Ward Missionary Funds held at the Stake level ?

- Can expenses to "Missionary Medical" for things like Immunizations
be paid from WMF ?

- Can supplies for local member-missionary efforts use the WMF or
does it need to use budget monies ? For example, purchasing
pass-along cards and Books of Mormon to hand out at a Stake
Missionary Open House ?

No, and No.

The rules are no different at the stake level than at the ward level (except, of course, that there is no way for the stake to fund the monthly equalized payment amounts directly).

See the Donation categories wiki article for details on what is allowable. One specific statement is: "All local stake and ward missionary activities are to be funded from the budget allowance."

The stake holds funds in the Ward Missionary Fund for only two reasons:
  1. to facilitate moving funds between wards so that surplus funds can be directed to wards whose missionary needs exceed their donations
  2. to facilitate sending stake surplus funds to the area or CHQ as directed by the area presidency
