Receipt before or after a Disbursement

EDIT: Of course, that won't work if the leader is, say, 100 miles from the stake center.

But for 0.44 you can mail the check to the leader who requests the advance, so your suggestion does work. No member of my stake lives more than 3 miles from me, but I still mail 90% of the checks I cut -- it's easier and generally quicker, and at today's gas prices I can easily spend .44 on gas just delivering a check, even in my small stake.
