Now that the quarterly reports track YSA attendance, is the budget allocation for YSA ($6.25 per attending YSA per quarter) based on the actual YSA attendance number recorded in the quarterly report? Or is it based on a calculated number (multiplying the number of YSA x the general sacrament meeting attendance percentage)?

If you have access to the Local Unit Budget Allowance Allocation (LUBAA) report, follow the start to the end of the report which tells you how it is calculated. It's supposed to be sacrament attendance % X total YSA but, as you'll see in the post I point you to, it does not match exactly.
