Looking at the LCR finance application, I notice that there are fields for "Authorizer 1: Final Authorizer: and Approved by:" with the clerk/finance clerk's name appearing in the "Final Authorizer" field and the other two fields blank.

What are those two other fields for and how do they get populated?

My guess is either that's a "coming attraction" or for countries where the norm is to do a EFT-style transfer rather than writing checks.
