Authorizer 1: Final authorizer:Approved by:

Looking at the LCR finance application, I notice that there are fields for "Authorizer 1: Final Authorizer: and Approved by:" with the clerk/finance clerk's name appearing in the "Final Authorizer" field and the other two fields blank.
What are those two other fields for and how do they get populated?
