We have a member in our ward that would like to use the on-line donation system to donate to another ward. I see this is possible for missionary donations. Is it possible for nay other kind of donation?

No, donations to another ward are possible only for missionaries. But it's hard to imagine why anyone would want to donate to another ward in any other category. Every other category besides Ward Missionary that you can donate to using the Online Donations system is swept to general Church accounts, so there would be no difference between donating in your own ward and some other ward.

The only other categories that are not swept are Authorized Member Activity (aka "Other"), but it's not possible to donate on-line to any of those accounts even in your own ward.

Sometimes there's a desire to keep fast offering expenses less than the fast offering donations. Certainly, that can cause some scrutiny. But as long as policy is being followed, there is nothing to prohibit it. All Fast Offering funds ends up/comes from the same place - CHQ.

A member from our unit would like to pay fast offering to a other unit in the same building that is struggling.

It doesn't matter. All fast offering donations are swept to SLC. It doesn't go into a "ward account" for fast offering assistance for that ward. That's why there's no provision to donate Fast Offering to another ward - just like there's no provision to donation Tithing to another ward.
