Transfering Missionary Finance Accout Out

I get the occasional email request "You have received a request to change the ***** . Please sign in to the Missionary Online Recommendation System to accept or decline this request. " about current missionaries who are either moving into our ward or moving out. Unfortunately when I log into the "MORS" system all I see are candidates and applications. Am I limited as a ward clerk to approve/initiate transfer of missionary financials (as in does it need to be the bishop) or am I just having an idiot moment and not seeing the actual hidden link?

Though this is an old thread, the question may still be relevant and the answer helpful to future searchers. According to the "Missionary Finances" -> "Change in the missionary's home ward" page (link below), it seems that the bishop must approve the transfer of financial responsibility.
