I have some funds in the other account and have tried to make an advance to one of the Bishopric for a Youth Temple Trip but I get an error about not having an attached account for that category. My question is, is there a way to transfer those funds to another account like budget so I can access them for the payment.

What is the error exactly? You should be able to make a payment directly from an Other account as long as it is a sub-category of the Other:Authorized Member Financed Activities sub-category.
