I'm going to be auditing a ward where the bishop was called last week. When I meet with him and the finance clerk, what basis does the new bishop have for answering the first 14 questions of the audit? Is it okay if he just answers "as far as I know" when it comes to things like two authorized signers on checks, MLS usernames security, etc?

I think it is more likely that the new bishop will turn to the clerk who will answer, "yes, we did it that way."

Another reason to audit early. The audit department can waive an audit when there has been a change in leadership recently. However, it IS a wonderful teaching opportunity. The new bishop can learn a lot early in his tenure.
