Members donations not taken out of bank account

A member paid tithing by cheque-it was paid into the bank but money has not been taken out of members account-it is now 7 weeks since payment paind into the Church account. Our unit is in England UK who do I contact to chase this up is someone in Frankfurt Germany or SLC
