Although our answers may not have stated it specifically, remember that all receipts must be turned in, as well as all unspent funds from the advance. If they can't produce all necessary receipts, or fabricate an acceptable receipt, they must return all funds for which no receipt is provided.

I would add that there is also an approved procedure to be reimbursed when a receipt is not available. So there may be the rare case where not all receipts can be provided and the Bishop will allow generation of a non-standard receipt.
