IROP - Telephone/VOIP

Are the IROPs that we receive to cover the VOIP charges of the wards in the stake charged to the stake? I'm in the process of making sure that it is reflected appropriately in the budget summaries, but I'm not able to see the IROP charge anywhere in the distribution center charge category where the other IROPS are reflected.
