As a ward financial clerk, can I pull a report of all previous FO disbursements for a particular individual, even those made in other units? My bishop is asking for someone's history for the last 3 years, even though they have only been in our ward for 6 months.

No, you can't get expenditures for another unit. I'd suggest that your bishop contact the previous bishop to discuss the situation. If the other bishop feels it's appropriate he can ask his clerk to send your bishop the older information.
