May Budget Allocations be used for local missionary support?

I know that it is not acceptable to use Missionary Donations for Ward Budget items, but can we go the other way? May budget allocations be used for full time missionaries sent our from our ward?

No. This is clearly stated in the Help Center article
Missionary Finances (4th paragraph under "General Guidelines").
