This line reflects activity in the Budget:Budget Allocations subcategory, outside the regular quarterly allocations (which show up on the quarterly allocation lines just above it). For a ward, this could be the deposit of a budget allocation check sent from the stake, or it could be a check written against that category sent to the stake to remit surplus budget funds.
