Gas cards from fast-offerings

We have 2-3 families in our unit that have been receiving gas cards as part of their fast offering assistance. Currently a different ward member buys a card for each family (almost once a month) and them applies for reimbursement. I'm trying to see if there is an easier way of doing this. I know the bishop can approve advances for future expenses. Would there be any issue with purchasing maybe 3-6 months worth of gas cards which he can then store (in a secure location) to give out to those families as needed? Anyone have any other ideas or suggestions?

Can't be done, FO funds have to be designated to a specific person. If you were to purchase say six months of cards in a persons name what happens to the card when the person no longer needs assistance in 3 months.

Find a way to help them some other way so they can us what funds they do have for gas, such as send them to the store house for food and clothing.
Write a check out to the store where the gas card is purchased and have the clerk or someone else purchase the card and give it the member.
