Can't re-classify a $0 IROP "expense"

When IROPS come in I re-classify them based on who requested the materials - curriculum, admin, bishopric or library are the most common classifications.

Just to keep everything in each category to make it easier to review reports later on (to see exactly who was ordering what and when) I attempted to change the classification on a couple of $0.00 orders from the default distribution center category to a category that reflects which group actually placed the order, but it won't let you save changes when the dollar amount it zero - it gives you a chance to fix the "error", but it didn't seem to have an "accept this, this is not wrong" option.

Not a big deal, but it was unexpected.
