Is it possible for a Stake Auditor to reopen and make changes on an online ward audit after he and the Bishop have made their digital signature and clicked the SUBMIT button?

No. That would be contrary to the concept of a digital signature; the auditor and bishop affix their digital signature to the data as it exists at the point they sign it. If someone could change the data after that, their signature would become meaningless.

As aebrown said, no. But if everyone agrees that the audit needs to be reopened and corrected for some reason, it can be. Everyone would have to resign the audit in proper order after the correction was made.
