11 year old scout financing
What budget line funds the 11 year old scout activities in the ward? Primary or Young Men? I'm unable to find a clear answer on this.

Handbook 2, section 11.5.3 makes it quite clear that the Primary organization is responsible for 11-year-old scouts. So it would make sense for the organization responsible for the activities would also be responsible for the budget.

For these types of misunderstandings counsel with your bishop first. I have yet to find a bishop who does not understand the ward organization budget funding responsibilities. The handbook sets out the organization quite clearly. 11-year-old scouts are in primary and not a part of the Aaronic Priesthood. While both have an activity program in Scouting the funding is by the ward organization budget. The bishop can then counsel with the primary president to help her understand that organization budgets support organization activities. In this case 11-year-old Scouts is an activity of primary.

Well, you, I, and your ward's Primary may have opinions, but ultimately the bishop decides how the ward's budget funds are allocated to different organizations. During the budgeting process that happened (I hope!) just before the beginning of this year, funds should have been allocated for the 11-year-old scout activities and other expenses for the year. Whichever organization included those activities in its budget should have the expenses charge against its budget. That seems to be the very simple answer to the question. If somehow the annual budgeting process failed to include this set of expenses, then the ward has a bit of a challenge, and the bishop will have to decide what measures to take to provide sufficient funds.jgamber wrote:That's how I understand it as well however our primary see's their funding as a BSA issue therefore they believe it falls under the YM's budget.

Agreed. While the budget is based in part on the numbers generated by the primary and youth, it is ultimately the bishop's decision on how money is to be allocated. So I think the real question is where did the bishop allocate the funds that was to finance the 11yo scouts?
