Local Unit Budget Allocation Calculation

Quick question: how long has the current budget allocation been in effect? In other words, when was the last time they tweaked the formula for calculating unit budgets?

My guess is that it has been the same since the Apr 2004 official letter from the church, but I haven't been able to find anywhere I can confirm.

If the formula has been changed since then, does anyone know when the most recent change was?

It has not changed since at least 2006, when I became a clerk. I don't know how long its been in effect, but no recent changes in the US at least. You may want to read this article in the wiki.

The stake president can, of course, allocate the funds to the units in his stake however he deems best, and there was a change when CUBS was introduced (Oct 24, 2009) with how the stake could make the allocations, but it seems that is not what your question is asking.

I'm guessing you are asking about the United States. The amounts have changed in various other countries since then, probably caused mostly by changes in currency exchange rates.

Yes, I'm asking about the US. Does this mean that the US formula has remained the same since 2004?

I know that the formula has stayed the same since the additional activity budgets were added (YM, YW, Primary, YSA). I don't have records with me, but it sounds about right that those additional budgets were added in 2004.

Yes, it has stayed the same since then. When I first became a stake clerk, I recalculated budget allocations using quarterly reports from 2004 on. Once I figured out the formula, it worked for every quarterly report from 2004 on. Please note, however, that the number of YSAs used in the report may be different from what is in your quarterly report. This was discussed previously on this forum.

I expected that this was the answer. I have only been Stake Clerk for a few months, but recently had a Bishop ask about how his allocation is calculated. He seemed to think that his allocation has been steadily decreasing for the past several years. The first thing I was able to rule out is that the Stake has not changed the percentage they have allocated to the Wards, so the next thing I needed to figure out is if the formula has changed, which it sounds like has not happened.

I'm now going to look at his attendance over the past few years to see if that's the culprit. Thank you all for the help.

Please remind the bishop that he receives a projected and actual statement about the budget allocations. He can clearly see the $$ and %% that are passed through from the stake and what are kept by the stake. This whole thing is now as transparent as possible. I guess this also requires that the stake is using the process as it is implemented in CUBS and not selecting all zero's and sending checks... which is possible. Even then the documents with the quarterly report data are sent to each unit.
