I'm trying to get some information for our past year's history. I'm a new Clerk for a pre-existing ward. Previous clerk is not here. I was wondering if there's a way to get a Sustaining Form / List from the previous year (2016). Or something that shows what the callings were 4+ months ago. Also, the ward boundaries were restructured in Aug 2016.

You should be able to get a copy from your Stake of the one that was provided to them at your last Ward Conference.

If the clerk did not keep a file copy of the Officers Sustained report from last year's ward conference, your only hope is that the stake presidency gave their copy to the stake clerk so he would have it on file for the annual history. You may want to ask the stake clerk if he has a copy.
