Not Accountable Members of Record Included on Action and Interview List?

Would it be beneficial to have "not accountable" members of record appear in the Action and Interview List, specifically for interviews with members of the bishopric? They currently do not, and I can see it as beneficial for the bishopric to at least be aware of these youth and have the opportunity to interview them if they believe it would be helpful for the member of record and his or her parents. Thoughts?

You can create your own lists (found under other lists I believe). If a bishop is interested he can assign someone to create a "not accountable members" list who will be willing to do the work to update periodically. A temporary solution for now.
