We do not currently have a Ward Clerk. We just held a Disciplinary Council, and I (1st counselor in Bishopric) have been assigned to file the report, but I cannot find the report in LCR. I am guessing that it is hidden from me. Who will be able to access it - is it only the bishop?

Yes, according to the Leader and Clerk Resources Access Table, only the bishop and the clerk have access to Disciplinary Councils.
