Tithing Declaration Report

In the US the Tithing Declaration Report is submitted before Jan 31. Is it safe to assume that in regions operating on a fiscal calendar, ie Australia, that this report would be due July 31st?

Our fiscal year ends on the 5th April, but the UK also submits by Jan 31.
I make the assumption that the Church uses this particular date, so that its closing financial accounting practices are consistent throughout the world.
