Clerk to attend ordinations

Where in the Handbook does it state that a clerk should be present at ordinations? I'm sure I read this once but can't find it...

There was either a letter or MLS message quite a few years ago that indicated that a clerk should attend the ordination. But as far as I know that letter or message is no longer available anywhere and the current instructions in the Help Center and handbook only talk about that the clerk 'ensures' that the ordinance record is complete and then records it. It doesn't mention any requirement that the clerk witness the ordination.
