Trivia: Why do records keep showing up for people who are not in the ward anymore?

From the other side of the world, we have similar things that occur. We send records to our Area office, if the address is "unknown" and we have done al we can to track the person down, and then about 3 months later they send them right back if they are unable to locate them. In my previous ward, we had about 5-10% of our ward membership with whereabouts unknown.

In our stake on Brazil, since 1996 we make a work to send to a "dead file" unit at São Paulo MSR Office the membership records of people that are unable to track.
This month the Brazil Area Presidency request that São Paulo MSR Office sent to all stakes a lot of names at this "dead file" unit. The last unit that house the member receive again his or her record. Now we need to re-seaqrch by these people (many of then without any address at the record.
It's a hard job to us now... but we need to make it!
