Area emergency preparedness and response guide

The "Area emergency preparedness and response guide" (https://providentliving.lds.org/leader/ ... ning-guide) has limited access. I'm a Ward Clerk (Standard Calling) and Stake Emergency Communication Specialist (Custom Calling) and I am able to access the site. What callings has access to this site? There are no standard callings for emergency communication specialists or emergency preparedness specialists. There are Welfare Specialists and Self-Reliance Specialists.
