Yes, that's the issue. We have posters in all buildings in the stake, have submitted a news article for publication in a local newspaper and will be distributing thousands of flyers over the next few weeks. All of these contain the non-functioning URL, which was provided on the promotional materials we received from SLC.
Have you tried the link today? It's working for me both inside and outside the Church network.

The Family History tech team is different from ICS. If you have a HC over this event, it might need to get escalated up through their side of things as they work with the church. Someone can get someone on the phone, it's just not likely you.

I tried it just now. It changes to https://www.lds.org/familydiscoveryday?lang=eng and gets a 404.

I suspect it's something that only on some servers in the farm.

True, but these URLs are all on lds.org, not familysearch.org, so it is indeed ICS that is responsible for them. The content probably comes from FamilySearch, but the infrastructure such as (load balancers) relevant to this discussion are all part of ICS.

Are you just typing in the URL "www.lds.org/familydiscoveryday" or are you following some link from a post or bookmark? Does your URL use https or just http?

When I follow your https link, I get a 404 as well. But if I use "www.lds.org/familydiscoveryday" or even "http://www.lds.org/familydiscoveryday" then it works fine.

I've been using the link in the OP. But just now I tried a copy and paste of your text in both IE and Chrome - no joy.

All attempts to use http gets changed to https. I suspect that might be part of the issue.

All of those get 404 for me as well. Same with all the links in the thread except the one that goes to the topic page direct.

There is another link that redirects to the same website:
http://www.lds.org/familyhistoryday
That link works fine for us. It also changes the url prefix to "https:", so I don't think that's an issue.
http://www.lds.org/familydiscoveryday should redirect to the same website, but fails. Unfortunately, that's the one on the printed materials.
I'll try calling SLC after lunch to see if they have any ideas and will post an update.

I can no longer get to www.lds.org/familydiscoveryday. It redirects with an https:// in front and a lang=eng at the end and then errors at Page Not Found.

Neither of those work for me. Both redirect to https and fails.

I've sent the issue to my "content" contact, and he's forwarded it on up.

Weird. I was trying something one last time, and now "familyhistoryday" works in Chrome, but not in IE. Pasting the resulting URL from Chrome into IE allows IE work, but the re-direct remains broken.
