Creating Messaging Groups

Is there a way to create customized messaging groups on the lds.org website?
No. On the Directory, there are options for sending messages to the leadership of an organization. On the Leader Resources, there are built-in groups for leaders of various organizations, and some other preset groups that you can see based on the permissions associated with your calling.
