High Counselor access to CDOL and Handbook I

High Counselor access to CDOL and Handbook I
As an STS, I have access to the Handbook of Instructions 1 and CDOL (LDS.org) but one of our High Counselors is reporting he does not have access to either.
Is this correct?
He said he would like to use it to keep in contact with other Stake's YM/YW Stake leaders regarding multi-stake dances. He has assembled his own personal list but it is constantly changing and keeping it updated is difficult.

Yes. You actually have access because you are an assistant stake clerk (for technology). Handbook 1: Introduction lists the distribution. High Council is not on that. It strikes me as a little odd, since their role is to advise the ward leaders and much of that is in Handbook 1. But that's the way it is.

High councilors advise auxiliaries and priesthood leaders. The information covering their roles is in Handbook 2. Handbook 1 is focused on what bishops and stake presidents (that's actually the title -- "Handbook 1: Stake Presidents and Bishops") and should have very little that concerns high councilors in their advisory roles.russellhltn wrote:Handbook 1: Introduction lists the distribution. Getting back to the original post, which was primarily about CDOL: the stake clerk has access to CDOL and it's clearly within his responsibility to provide contact information to high councilors when appropriate. When I was a stake clerk I did that all the time, and it never crossed my mind that a high councilor should have that access. However, unless something has changed recently, even a stake clerk doesn't have access to YM/YW leaders in stakes other than his own.

Being the HC member in Brother Fish's original post, I'll just keep maintaining my multi-stake contact list manually for now, then.
Having the responsibility to coordinate monthly youth dances among a dozen stakes in our area, and coordinate an annual Spring Formal with a partially overlapping group of fifteen or so stakes, a more automatic way to collect multi-stake contact info would have been very, VERY helpful.
But we'll carry on, as before.
And yes, a bishop asked me to track down a handbook answer for him... So one of the Stake Clerks helped me do that yesterday too. QED.

Considering the scope and responsibilities of high councillors and how they represent the Stake presidency wouldn't it make sense to give them access to CDOL and Handbook 1. Logic says that according to handbook 1 chapter 6 on disciplinary hearings etc that if a Stake president convenes a disciplinary hearing that high councillors are to participate. So how can high councillors participate if they aren't familiar with the procedures followed during the disciplinary hearing. As people who represent the Stake presidency it would only make sense that they understand the scope of the work of the Stake presidency and the burden on their shoulders and that might open the windows to revelation on how to best serve these men. Are the channels to follow to get the brethren to consider this matter or who ever is responsible to approve such requests?

The best channel is probably to have the stake president talk with the area authority. The distribution is spelled out in the introduction.
