Today for about 15-20 minutes there was a web proxy error, clearly something on the backend.

Almost every Sunday I find myself unable to access the lds.org functions through the church's connection, but everything works fine when I use my phone's connection, either on the phone itself or tethering a PC to my phone.

Where are you located, geographically?

While I occasionally see problems on Sundays (and I'm on it most most every day of the week, including Sunday), my perception is that it doesn't go down that often. Yes, sometimes there are issues, but to me it seems a lot more stable than it was a couple of years ago. I'm in California. I don't know the topology of the church services, so I have no idea what role, if any, geography plays in problems you may experience. A few years ago I was poking around and it looked like Latin America might be served out of Texas and Europe might come out of the East Coast of the U.S.A. somewhere, but that could be country-specific pages and all the services (Directory, Calendar, Lesson Schedules, Notes, LCR, etc.) could be running in Utah (or wherever the data center is) for all I know. I didn't spend a lot of time poking around; I was just curious one day. And it could be different now.

It sounds like it's your meeting house internet that's overloading.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Ask your assistant stake clerk--technology (aka stake technology specialist or STS) to check the Internet service to your meetinghouse. As russellhltn said, that may be your problem. A slow Internet connection and the complex web pages at LDS.org do not mix well, and when things get really busy at certain times on Sunday (as they almost always do) you may have to make repeated attempts to access the site.

All other internet activity works perfectly fine so it is clearly not the church's internet connection. Since it only happens during a time of drastically increased traffic on the remote site it seems far more likely to point to issues with the server than to blame the client.
