Can anyone point me to some 16K General Conference
streams ? While I'm sure the 32 K ones are better
sound quality, on my dial-up connection, it just
ends up buffering every 5-10 seconds, making it
impossible to follow the speakers.

I've used the Windows 32k streaming files in lds.org on dialup with no problem. I usually also have no problem with buffering when listening to BYU Radio as 32k wma streaming is what they are using.

Anything streaming above that has buffering issues, as I find stuff in 44k, 48k, and 56k regularly online and those always buffer frequently.
