No 'Admin' Link on Newsletter Page

I'm an Elders Quorum President and would like to begin sending newsletters. I spoke to the Ward Clerk and he is unclear on what else is needed to give me sufficient access. Does anyone know the process to give Elders Quorum Presidents access to send newsletters? Thanks in advance.

You're not a default administrator; those would be the bishopric and clerks for the most part. But if the bishop wants you to be able to create newsletter articles, any of the default administrators can add you as a Publisher (or as an administrator, but you really only need the Publisher role). See details in the Help Center article Rights and Roles.

Note that the Newsletter tool is used for creating articles; it's not used for "sending newsletters"; see the Newsletter Overview article.
