Attachments not found?

I made an attachment on this thread: https://tech.lds.org/forum/viewtopic.php?f=16&t=18431
Today, when I click the link to download the attachment:
- I get a page that says "The selected attachment does not exist anymore."
- The download counter for the attachment is incremented even though no download occurred.
As seen in the thread, the community administrator thinks it is a permissions problem.
Since I uploaded the file I don't need to download it. But, if others are having the same issue, they cannot download the file either.
