There is a moderator action called "Split topic". This is what was done in this situation. Since the split involved a previously read post and the split topic posts created a new topic thread in another forum, I agree the way phpBB handles this is a bug. Unfortunately we cannot fix this. It has to be done by the phpBB developers.
