Reduced Postage For Church Units?

I had a business where I sent out monthly statements via bulk mail. When one postmaster realized I was sending statements in the bulk mailing, he refused to send the mail, but returned it all to me. Bulk mail is handled with little concern for delivery (mostly advertising and junk mail stuff). So I had to stop. There argument was, statements are critical and must be delivered, and therefore should not be used as bulk mail.

There could be a similar issue here with checks, year end tax statements. So I don't think I'd pursue bulk mailing. And if church headquarters doesn't use reduced postage, local units probably shouldn't either.
