Feature Suggestion: Low bandwidth viewing options from high bandwidth stream

Would it be feasible to have the server make available several levels of streams from one upload?
For example:
http://stream.lds.org/11111111-111111 = As uploaded
http://stream.lds.org/11111111-111111/low = Low quality (100kbps?) version of the video
http://stream.lds.org/11111111-111111/audio = Audio stream only
http://stream.lds.org/11111111-111111/still = Audio stream with still pictures which update every few seconds

At our last (unscheduled) webcast (a YSA fireside with a member of the Quorum of the Twelve) we had snow/ice bad enough to shut down the interstate for a few hours, so we ran a webcast for the YSAs who were not going to be able to make it to the building. There were several YSAs who's internet connections were having issues and they would have preferred to have a lower bandwidth stream (lower than the 100Kbps stream that I was sending) so that they didn't have to pause and buffer every 30 seconds.
