General building to building rebroadcasting

In the documentation somewhere for the web broadcast kit, it indicates that no recordings of General Authorities are to be made. This raises for me a few questions:

1) Does the broadcast kit also record, or would recording need to be on the receiving end?
2) Is recording prohibited if the General Authority is speaking at a local stake/regional conference, or only on Salt Lake-based/"General" Church broadcasts?

Furthermore (although tangential to the preceding questions), my Stake President is interested in broadcasting the upcoming Draper temple dedication. Our stake center has both an Internet connection and a satellite feed, and would receive the broadcast. The broadcast would then be locally redistributed via the building to building webcast (presumably with the camera pointed at the screen the dedication is being shown on). The following thoughts strike me:

3) Would a local unit be allowed to rebroadcast general Church (as opposed to local) content in such a manner? If so, what permissions would be necessary, and from whom, and in what manner, would those permissions need to be obtained?

4) Can a local unit web broadcast be encrypted? Knowing the security in place on the satellite broadcast system regarding temple dedications, I would feel a bit uneasy tossing that transmission across the Internet without encryption. Not only does encryption seem necessary for policy sake, it seems appropriate given the sacred nature of the material.

I have not fully reviewed the available documentation, but what I have reviewed has not answered these for me. Feel free to share if you can provide any light on the situation.

I would be very wary of any rebroadcasting of the Draper Temple Dedication. The letter sent from the Presidency of the Seventy to stake presidents was very clear that no recording is permitted, and that the Assistive Listening System may not be used because it could transmit beyond the meetinghouse.

The letter includes a contact number for the Temple Department if any questions arise that are not addressed in the letter. I would strongly recommend that your priesthood leaders contact the Temple Department before proceeding with any such plans.

As for the more general question regarding rebroadcasting other general Church content, I'm not sure who to contact. I would start with Clerk and Leader Support and I'm sure they could get you to the right department.

1) I don't see any provision for recording in the kit.
2) The Church Handbook of Instruction is clear that you are not to record General Authorities at Stake or local meetings. Recording General Conference is permissible on home equipment, for home use.

Most satellite broadcasts come with a set of instructions. Hopefully the stake leaders are getting them to you. The instructions will clearly state if recordings can or can't be made.

Personally, I'd venture to guess that anything that is allowed to be recorded for the meetinghouse library would be fairly safe to rebroadcast. But that's conjecture on my part. Anything else, you'd need to do some inquiring.
