MLS 'SETUP FILE' message announced, but not present after Send/Receive

This evening I came in and did a Send/Receive because I had nothing else to do. After a long wait (maybe this was my monthly backup, but it was fifteen to twenty minutes or so) MLS finished up and told me there was a message. The following line is that message in its entirety (subject of the message was 'SETUP FILE'):

Dear clerk, A critical MLS setup file instruction document is posted in FINANCES > FINANCE STATEMENTS > Setup file 5 Dec 2011 requiring your immediate attention. Please print them out and follow the instructions.

Eagerly I went to look for the message but it is not present. I did a Send/Receive again and, alas, it is still missing. I have tried sorting by financial statement names, by date (my preference, since it works well) descending to find newest stuff, and have looked in every subfolder in the Financial Statements section of MLS but nothing is newer than 2011-11-15 when we last received a bunch of IROPs.

Any idea what these instructions are or why I am being told they are there when they are not? Our upgrade happened automatically a week or so ago and things have been fine since then as far as I know. This MLS account is for the Stake, not the Ward, just for completeness.

A Send/Receive today (two days later) caused the instructions file to show up. It basically has some manual steps to be done after 2011-12-15 to verify the previous month's income/expense report matches the same month's CUBS Unit Financial Statement after the update that should take place during a Send/Receive at this same time.

Thank-you to whomever included the note at the top stating that financial sections of MLS will be disabled until the setup file is processed; knowing this means I can be sure our Stake is ready before they lose access to these data for a period of time. It sounds like they (the Finance menus) will automatically be disabled on 2011-12-05 and then enabled once the setup file completes. The message also makes this sound like it is not something happening generally but rather due to a problem with a transmission last month (2011-10-23).

Setup files are being sent to many units to get CUBS and MLS in sync. Unfortunately the udx program that does the actual file transfer has had some issues.
